MANILA — Ipinahayag ng Department of Transportation na aktibong itinutuon nito ang mga kasunduan sa Public-Private Partnership para tumulong sa pananalapi at mabilis na pagsubaybay sa mga malalaking proyektong pang-imprastraktura sa transportasyon na nahaharap sa mga hadlang sa pananalapi.
Sa isang pananghalian sa harap ng European Chamber of Commerce of the Philippines, sinabi ni Transport Secretary Jaime Bautista na ang mga ito ay magpopondo sa mga proyekto tulad ng EDSA Busway, isang network ng mga daungan, 10 paliparan ng probinsiya, at Cebu Bus Rapid Transit, bukod sa iba pa.
“Allow me to emphasize the need to undertake crucial transport infrastructure projects in collaboration with the private sector, including foreign financial and technical assistance. Some big ticket projects have encountered limited budget allocations from the national government. We are therefore actively pursuing a public-private partnership to complete projects,” wika ni Transport Secretary Jaime Bautista.
Itinuro din niya na ang San Miguel Corp. ay isa nang pribadong partner sa pagtatayo ng New Manila Airport sa Bulacan at MRT-7, na aniya ay kasalukuyang ginagawa nang mabilisan.
“We therefore plan to invite as many private sector participation in our infrastructure projects, such as the privatization of the EDSA Carousel, the operation of our seaports, the privatization of ten provincial airports, the Cebu Bus Rapid Transport Project, the improvement of the Manila International Airport, and many more,” aniya.
Sinabi ni Bautista na ang mga kamakailang pag-amyenda na ginawa sa mga pagpapatupad ng mga panuntunan at regulasyon ng Build-Operate-Transfer law ay nagbibigay ng “balanseng pagbabahaginan sa pagitan ng gobyerno at pribadong sektor.”
“The PPP Projects will not be disadvantageous to Filipinos by providing a balanced sharing of risks between government and the private sector project proponents while allowing reasonable rates of return on investments, incentives, support and undertakings,” iginiit niya.
Kinumpirma rin ni Bautista na nakipagpulong siya kay Chinese Ambassador to the Philippines Huang Xilian upang simulan muli ang pag-uusap para sa pagpopondo ng tatlong malalaking proyekto: North-South Commuter Railway, Subic-Clark Railway, at Mindanao Railway na umaabot mula Tagum, Davao, at Digos.
Ang China ay dapat na pondohan ang mga proyektong iyon sa ilalim ng administrasyong Duterte, ngunit sa kalaunan ay kinailangan itong ihinto pagkatapos na hindi tumugon ang Beijing sa mga katapat nitong Pilipino.
