MANILA – Hindi kasama sa panukalang badyet na PHP852.8 bilyon ng Department of Education (DepEd) ang pondo para sa Special Education (SPED) program nito dahil maaaring ilaan at baguhin pa ang ilang mga budget item upang iyo’y mapaunlakan.
Ito ang naging tugon ng Department of Budget and Management (DBM) kasunod ng mga kritisismo sa kakulangan ng pondo para sa mga pangangailangan sa pag-aaral ng mga batang may espesyal na pangangailangan.
Nauna nang nilinaw ng DepEd na una itong nagmungkahi ng budget na PHP532 milyon para sa SPED program nito, ngunit “hindi ito isinaalang-alang sa National Expenditure Plan” sa kabila ng marubdob nitong pagsisikap na isulong ang mga mag-aaral na may espesyal na pangangailangan.
“This is a recurring circumstance every year, and the DepEd is not at loss because we always work with members of the Congress to fund other ways to fund DepEd programs,” sinabi ng DepEd sa isang pahayag.
Kinumpirma ng DBM, na siyang namamahala sa paghahanda ng NEP, ang paunang panukala ng DepEd ngunit binanggit nito na kulang ito ng dokumentasyon upang bigyang-katwiran ang pagpopondo para sa programa ng SPED.
“While the Department of Education proposed the retention of the line item for the purpose under the FY [fiscal year] 2023 National Expenditure Program, no sufficient documentation was provided to support the same, such as: details of the proposed amount with specific purposes, basis of computations/parameters, status of the ongoing conversion and establishment of Inclusive Learning Resource Centers funded under FY 2021 and FY 2022 GAA,” sinabi ng DBM sa isang hiwalay na pahayag.
Noong Hunyo 30, 2022, sinabi ng DBM na ang SPED program sa ilalim ng FY 2022 General Appropriations Act ay mayroong obligation rate na 1.13 porsiyento, o PHP6.35 milyon lamang mula sa PHP560.202 milyon na alokasyon.
Sinabi ng DBM na ang probisyon ng pagpopondo na ito ay may bisa pa rin hanggang Disyembre 31, 2023.
Sinabi rin ng ahensya na ang mga programang nangangailangan ng karagdagang pondo ay maaari pa ring ihanay at baguhin ng DepEd.
“Please note that during budget execution, items may be realigned and modified by the implementing agency to accommodate the requirements of any program that is in dire need of additional resources,” ayon sa ahensya.
Tinukoy ng DBM na mayroong humigit-kumulang PHP1.216 bilyon na surplus para sa Programs, Activities, Projects (PAP) – Operations of Schools – Elementary and Junior High Schools (JHS) sa ilalim ng Maintenance and Other Operating Expenses (MOOE) ng DepEd.
“We deemed that the program support or additional allocation for the smooth implementation of the SPED may already be accommodated within the same program, and that a separate budget for the purpose may no longer be necessary,” dagdag ng DBM.
Tiniyak ng DBM na inuuna nito ang pagpapahalaga sa edukasyon ng mga batang Pilipinong may espesyal na pangangailangan.
“We give utmost importance in giving them access to quality education so that their unique needs are adequately addressed. We believe that it is in supporting their needs that we are contributing to the holistic growth of our children,” isinaad ng ahensya.
