MANILA – Ibinasura ni dating Education Secretary Leonor Briones ang pahayag nitong Huwebes na nagtatago siya sa gitna ng mga alegasyon ng overpriced at outdated na mga laptop na binili ng Department of Education (DepEd) sa ilalim ng kanyang termino sa pamamagitan ng Procurement Service-Department of Budget and Management (PS-DBM).

Ginawa ni Briones ang pahayag bilang tugon sa mga tanong ng mga miyembro ng Senate Blue Ribbon Committee na pinamumunuan ni Senator Francis Tolentino.

Ipinunto niya na ang DepEd ay humiling sa PS-DBM na bumili ng mga laptop para sa kanila dahil ang huli ay dalubhasa sa “big-time” na mga pagbili.

“ADB and Philippine Institute of Development Studies [have] been tracking the record of PS-DBM and this is why we say that we endorsed the project to them,” wika niya.

Binigyang-diin ng dating Education chief na habang ang DepEd ay may anim na Bids and Awards Committees (BAC), ang PHP2.4 bilyong halaga ng procurement ay nangangailangan ng malaking BAC.

“We calculated that we are already preparing for face-to-face, we may not have the time to really look into the details of the offers of the various suppliers,” aniya.

Iginiit ni Briones na ang ginawa ng DepEd, sa ilalim ng kanyang pagbabantay, ay legal at ginawa na ng iba pang ahensya ng gobyerno sa nakalipas na mga dekada.

“Yes, we have a BAC. But we don’t have a big enough BAC to specialize in a six-month plan to provide computers at a time of a lockdown, at a time when chips were not produced, at a time of Covid-19 and the supply was very limited,” wika niya sa mga senador.

Samantala, sinabi ni dating Budget Undersecretary at dating PS-DBM head Lloyd Christopher Lao na tumaas ang demand at presyo ng mga laptop sa panahon ng lockdown at halos lahat ay nagtatrabaho sa bahay.

“When we conducted a market survey on March [2020], yan daw yung reason na tumaas. On June 2020, we really awarded in favor of DepEd, PHP32,000 pesos laptop at (and) Intel Core i5 na po. That’s the fact,” sinabi ni Lao sa mga senador.

Sa ulat nito noong 2021, humingi ng paliwanag ang Commission on Audit sa DepEd sa pagbili ng PHP2.4 bilyong halaga ng “pricey” at “outdated” na laptop para sa mga guro.
