MANILA – Sa botong 7-1, inaprubahan ng House of Representatives Committee on Higher And Technical Education nitong Martes, Agosto 16 ang panukalang naglalayong palitan ang pangalan ng Mariano Marcos State University (MMSU) sa Batac, Ilocos Norte sa Ferdinand E. Marcos State University (FEMSU).
Ang House Bill (HB) 2407 ay inakda ni Ilocos Norte 2nd district Rep. Angelo Marcos Barba. Nauna na itong inaprubahan sa ikatlong pagbasa noong nakaraang 18th Congress ngunit hindi umani ng pag-apruba ng Senado.
Ang panukalang batas ay pormal na pinamagatang “An Act Renaming MMSU in the City of Batac, Ilocos Norte as FEMSU, Amending for the Purpose Presidential Decree No. 1279, Entitled ‘Merging the Mariano Marcos Memorial College and Northern Luzon State College into a University, Transferring the College Level Courses of Ilocos Norte Agricultural College and Ilocos Norte College of Arts and Trades into Said University, Providing a Charter for the Purpose and Appropriating Funds Therefor.’”
Pagkatapos sumenyas si Agusan del Norte 1st district Rep. Jose Aquino II na aprubahan ang panukalang batas, pinangunahan ni Committee on Higher And Technical Education Chairman at Baguio district Rep. Mark Go ang isang boto para aprubahan ang panukala. Si Kabataan Party-list Rep. Raoul Manuel, miyembro ng militanteng Makabayan bloc, ay tumutol sa pag-apruba ng HB 2407.
Bago ang pag-apruba ng HB 2407, si MMSU President Shirley Agrupis–sa kanyang pagpapakita bilang isang resource speaker sa panahon ng panel hearing–ay nagpahayag ng kanyang buong suporta para sa pagpapalit ng pangalan ng state university.
“I gave my unconditional support to this proposal because President [Ferdinand] Marcos is the father of state universities and colleges in the country for establishing most of them during his term, thereby providing access to quality education. To date, there are already 114 state colleges and universities but not one of them is named after the one who established or initiated for their establishment,” wika ni Agrupis noong Martes, Agosto 16.
Inihayag niya na pagkatapos ng isang espesyal na pagpupulong kasama ang administrative council at board of regents ng MMSU, karamihan sa mga opisyal ay sumuporta sa panukalang palitan ang pangalan ng paaralan.
Idinagdag ni Agrupis na iminungkahi ng mga dumalo sa espesyal na pagpupulong na palitan ang pangalan ng paaralan bilang Ferdinand Marcos State University sa halip na orihinal na FEMSU.
Gumawa ng manipestasyon si Manuel laban sa pag-apruba ng panukalang batas.
“The one to whom the university will be named is not just a figure in the region but a very controversial figure in the country…I believe that a bill such as this runs contrary to the essence of legal actions and executive orders that recognize that Ferdinand Marcos Sr. has done some abuses on our Filipino people. For instance, Republic Act [RA] 10368, or the Human Rights Victims Reparations and Recognition Act,” sinabi ni Manuel sa harap ng House panel.
“Meron din Supreme Court (SC) ruling na yung assets and properties ay hindi kapantay, sobrang laki, disproportionate to their aggregate salaries as public officials. This implies that nagnakaw sila sa kaban ng bayan ang pamilya nila,” dagdag ni Manuel.
Binanggit din ng batang mambabatas ang paglikha ng Presidential Commission on Good Governance (PCGG), na itinatag upang makatulong na mapabilis ang pagkuha ng ill-gotten wealth na naipon noong pamumuno ni Ferdinand Marcos Sr.
Ang MMSU ay ipinangalan kay Mariano Marcos, ama ng yumaong strongman na si Marcos Sr., at lolo ni Pangulong Ferdinand “Bongbong” Marcos Jr.
Siya ay isang kongresista na kumatawan sa 2nd district ng Ilocos Norte mula 1925 hanggang 1931, ang parehong posisyon na kasalukuyang hawak ni Barba.
