MANILA – Bilang tugon sa direktiba ni Pangulong Ferdinand “Bongbong” Marcos Jr., plano ng Department of Health na magtatag ng telemedicine o telehealth services sa buong bansa.
Sa post-SONA economic briefing sa Philippine International Convention Center sa Pasay City noong Martes, sinabi ng Department of Health Officer-in-Charge na si Maria Rosario Vergeire na ang dynamic na probisyon ng mga serbisyo sa pangangalagang pangkalusugan ay dapat na tumungo sa teknolohiya at mga inobasyon at hindi lamang umasa sa mga karaniwang pamamaraan upang maghanda para sa mga hinaharap na emerhensiya o pandemya.
“We’re going to establish further our telemedicine services or telehealth services so that we can continuously decongest our facilities and we can also reach those far-flung areas in the country,” wika niya.
Ang mga specialty care facility at mga primary care facility sa iba’t ibang rehiyon ng bansa ay itatatag din para sa mga Pilipino na magkaroon ng mas mahusay na pag-access sa mga high-level healthcare facility.
Aniya, layunin ng DOH na ibabase ang lahat ng mga desisyon at tagubilin nito sa mga local government units sa siyentipikong datos at ebidensya sa pamamagitan ng pinalakas na epidemiology at surveillance units.
“That is already part of the budget that we have proposed to the Department of Budget and Management for the Department of Health,” wika ni Vergeire.
Ang pagbuo ng siyentipikong ebidensya at mga rekomendasyon ay dapat magmula sa mga eksperto sa larangan, aniya.
“In support of the directives of the President, we’re going to have the Philippine Center for Disease Control whereby we’re going to have high level technical capacity, hiring experts, hiring scientists so that we can be able to better manage emerging and re-emerging diseases,” wika niya.
Upang mapaghandaan ang banta ng pag-usbong at muling pag-usbong ng Covid-19, sinabi niya na plano ng DOH na pabilisin ang maagang pagsusuri sa pamamagitan ng pagtatayo ng mga pampublikong laboratoryo sa kalusugan na nakatuon sa iba’t ibang sakit.
Sa usapin ng logistics at commodities, sinabi ni Vergeire na mahalaga ang self-sufficiency lalo na sa panahon ng pandemya.
“We all know that our vaccines, for example, for Covid-19, came internationally. We don’t have our local source. So in line also with the directives of the President, we are in support to work with the Department of Science and Technology to set up the Virology Institute of the Philippines, whereby, eventually, we can be able to locally manufacture our technologies, such as vaccines for these specific infectious diseases,” aniya.
Ang mga pinahusay na pasilidad at serbisyo sa pangangalagang pangkalusugan ay magiging walang saysay kung walang sapat na mga medikal na propesyonal na maghahatid ng mga ito ayon sa pagkakabanggit.
“If there are emergencies or this kind of pandemic of this scale, there should be a pool of medical personnel that we can easily tap from and that they can easily supplement the different needs for healthcare workers or health human resources across the different facilities of government and the private sector as well,” dagdag niya.
Tungkol naman sa mga planong pagpapabuti sa sektor ng kalusugan, sinabi niyang binibigyang-diin ng DOH ang kahalagahan ng mekanismo ng pamamahala sa pamamagitan ng inter-agency task force.
Sinabi ni Vergeire na dapat kayang pamahalaan ng task force ang unang dalawang antas ng pagtugon ng bansa sakaling magkaroon ng mga emerhensiya at pandemya.
Idinagdag niya na ang National Risk Reduction and Management Council ay dapat ding magkaroon ng isang institusyonal na sistema o organisasyon upang naaangkop na ipatupad ang mga direksyon ng patakaran mula sa task force.
