MANILA – Naghain ng resolusyon si Senador Robinhood Padilla, na humihimok kay Pangulong Ferdinand Marcos Jr. na ipagpatuloy ang bilateral talks para sa pakikipagtulungan sa oil-gas development sa West Philippine Sea.
Sinabi ni Padilla nitong Huwebes na ang Senate Resolution 9 ay naglalayong tugunan ang mga problemang dulot ng pagtaas ng presyo ng langis dahil sa mga internasyonal na pangyayari tulad ng Russia-Ukraine conflict.
“Now therefore, be it resolved, as it is hereby resolved, urging President Ferdinand R. Marcos Jr. to resume the bilateral talks with the People’s Republic of China for the purposes of cooperation on oil and gas development in the West Philippine Sea,” ayon sa SR 9, na binanggit ang isang Memorandum of Understanding (MOU) sa Cooperation on Oil and Gas Development sa pagitan ng Pilipinas at China noong Nobyembre 20, 2018.
Idinagdag ng SR 9 na ang Pilipinas ay nangangailangan ng isang pangmatagalang istratehiya upang maresolba ang kanilang oil dependency sa mga dayuhang mapagkukunan dahil ang bansa ay vulnerable sa negatibong epekto ng pagtaas ng presyo ng langis.
“The parties further understand that the MOU shall not be prejudicial to ‘respective legal positions’ which ‘does not create rights or obligations under international or domestic law’ and as such, there is no derogation of the Philippines’ assertion of its sovereign rights in the West Philippine Sea,” ayon sa resolusyon.
Sinabi ni Padilla sa resolusyon na ang pagpapatupad ng MOU ay valid exercise ng executive power ng Presidente sa ilalim ng Sec. 1, Art. VII ng Konstitusyon.
Samantala, isinaad niya na ang Sec. 2 Art. XII ng Konstitusyon ay nagpapahintulot sa Pilipinas na “direktang isagawa o pumasok sa mga co-production, joint venture o production-sharing agreements sa petrolyo at iba pang mineral na langis at lahat ng pwersa ng potensyal na enerhiya.”
“The new administration has the opportunity to resume the bilateral talks with the People’s Republic of China (PRC) for purposes of cooperation in the WPS on gas and oil development without bargaining the sovereign rights of the Philippines on the disputed territories therein,” wika ni Padilla.
“In view of the gains obtained from the MOU where the GRP [Government of the Republic of the Philippines] and PRC cooperated on the terms provided therein on the gas and oil development in the WPS, the new administration can further explore these common interests of cooperation to resolve the country’s oil dependency from foreign countries,” dagdag niya.
Tulad nina Senators Grace Poe at Aquilino Pimentel III, pumayag din si Padilla sa pagsususpinde ng excise taxes sa unleaded premium gas, regular gas, at diesel oil, upang matugunan ang epekto ng pagtaas ng presyo ng langis.
Sa pamamagitan ng Senate Bill 229, hinahangad ni Padilla na amyendahan ang Section 148 ng National Internal Revenue Code, kung saan ang excise tax para sa mga produktong langis ay awtomatikong sususpindihin kung ang average na presyo ng krudo ng Dubai batay sa Mean of Platts Singapore ay aabot o lalampas sa USD80 kada bariles sa tatlong buwan.
