MANILA – Nagpahayag ng pasasalamat si Pangulong Rodrigo R. Duterte noong Linggo sa gobyerno ng Japan sa pagsuporta sa pag-unlad ng ekonomiya ng Pilipinas, partikular sa mga pagsisikap na makumpleto ang kauna-unahang Metro Manila Subway Project (MMSP) ng bansa.
“May I express my gratitude again to the Japanese government for partnering with the Philippines to make this dream a reality. I am also grateful to have the Japan International Cooperation Agency as an ally in nation-building particularly in initiatives that will benefit our citizens and accelerate our country’s economic development,”sinabi ni Duterte sa kanyang talumpati matapos masaksihan ang pagbaba ng Tunnel Boring Machine (TBM) ng MMSP sa MMSP Compound sa Barangay Ugong, Valenzuela City.
Sinabi ni Duterte na nagtataka siya kung bakit tila mahal ng Japan ang Pilipinas.
“I cannot seem to fathom the love of the Japanese people for this republic. There are so many projects going on in the country and being pushed and sponsored by the JICA. That is the overseas assistance nila,” dagdag niya.
Ang gobyerno ng Japan, aniya, ay praktikal na tinatrato ang Pilipinas bilang bahagi nito.
“Japan has continued to help us to the extent that iyong ibang — pati ng Davao City, the new highway and the bridge and everything, it would seem really that we are a part of the Japanese government. Para bang isang probinsiya tayo. We are the — you know, being treated as almost a part of Japan that should be developed in due time,” aniya.
Noong Pebrero, nilagdaan ng Pilipinas at Japan ang 253.3 billion yen (PHP112.1 billion) loan agreement para sa Metro Manila Subway Project Phase 1.
Ito ang pangalawang tranche ng opisyal na development assistance loan na kasunod ng unang tranche funding ng Tokyo na 104.53 bilyong yen, na nilagdaan noong Marso 2018.
Ang funding agreement ay may interest rate na 0.1 porsiyento bawat taon at repayment period na 40 taon, kasama ang isang 12 taong palugit.
“Alam mo ‘pag ganoon ang obligasyon mo, it is really gratis na ‘yan. It’s a gift from the Japanese people to the people of the Philippines,” dagdag ni Duterte.
Ituloy ang malalaking proyekto
Samantala, hinimok din niya ang papasok na administrasyon ni President elect-Ferdinand “Bongbong” Marcos Jr. na ipagpatuloy ang pagpupursige sa mga malalaking proyekto, at binanggit na ang mga ito ay kinakailangan upang mapanatili ang pagbangon ng ekonomiya.
“I now call on my fellow workers in government, especially those who will take on the reins of power and those who will remain once I step ahead of office, to continue to dream and pursue big-ticket projects that will sustain our ongoing economic recovery and realize goals and aspirations of our people,” aniya.
Naniniwala siyang makikinabang ang mga commuter sa MMSP dahil binabawasan nito ang oras ng paglalakbay sa pagitan ng Quezon City at Ninoy Aquino International Airport (NAIA) mula sa isang oras at 10 minuto hanggang 35 minuto na lamang.
“It will truly help the commuting public especially those coming from Quezon City going to the Ninoy Aquino International Airport to experience the convenience and comfort of a fast, efficient, and modern transportation system. It will likewise allow travelers to save much time and energy, thereby giving them opportunities to become more productive and more focused on other worthwhile endeavors,” wika niya.
Binati rin ni Duterte sina Department of Transportation (DOTr) at Transport Secretary Arthur “Art” Tugade at mga katuwang sa makabuluhang progreso ng MMSP.
Ang MMSP ay ang unang underground railway system ng Pilipinas at isa sa mga monumental na proyekto sa ilalim ng “Build, Build, Build” program.
Ang subway project ay maghahanda sa 14 hanggang 16 na istasyon at inaasahang matatapos sa 2025. Ang bahagyang operasyon ng unang tatlong istasyon ay nakatakda sa 2022.
Kapag natapos na, tatakbo ang MMSP mula Mindanao Avenue sa Quezon City hanggang NAIA.
