MANILA – Nakatakdang maglabas ang Department of Labor and Employment (DOLE) ng advisory tungkol sa paid isolation at quarantine leave benefits para sa mga manggagawang isasailalim sa isolation dahil sa coronavirus disease 2019 (Covid-19).
“DOLE’s commitment is a labor advisory to clarify the rules or clarify the policy of paying isolation and quarantine leave. Our Secretary (Silvestre Bello III) wants to mandate the payment of isolation and quarantine leaves, but that needs a sufficient legal basis. that is a law,” wika ni Labor Undersecretary Benjo Benavidez sa isang virtual forum nitong Miyerkules.
“If the employer provides isolation and quarantine leave through a company policy or generosity, that will be fine. That is the content of our labor advisory,” idinagdag niya.
Isinaad niya na inaasahan nilang ilalabas ang advisory sa mga susunod na araw.
“There is already a draft… in the spirit of social dialogue, and tripartism we need to consult or ask for input or comments from our partners in labor and employers,” iginiit ni Benavidez.
Aniya, sinusuportahan nila ang batas na gawing legal ang paid isolation o quarantine leave.
“Yes, we support the measure. I just don’t know what is the legislative status. What I know is it already passed in the committee level, Committee on Labor at the House of Representatives. The DOLE supports it,” idinagdag niya.
Samantala, sinabi ng isang labor group na ang benepisyo ay makakatulong sa mga manggagawa at negosyo na makayanan at mapanatili ang ekonomiya sa kabila ng nakakapanghinang epekto ng paulit-ulit na pag-usbong ng mga Covid-19 variant.
“A paid isolation and quarantine leave benefit will encourage employees to faithfully undergo isolation and quarantine at the first instance of the symptoms to protect themselves. As a consequence, this will protect the health and safety of the rest of the co-employees. and business continues to operate and remain productive and competitive. In turn, the whole economy is insulated from the destructive effects of virus surges,” sinabi ni Trade Union Congress of the Philippines (TUCP) president Raymond Mendoza.
Umaasa rin ang grupo na ang labor policy ng DOLE ay makahikayatng mga employer at business owners na bayaran ang tagal ng isolation at quarantine period ng kanilang mga empleyadong nagkaroon ng sakit.
Sa ilalim ng paid isolation at quarantine leave benefit, lahat ng exposed na empleyado na kailangang sumailalim sa isolation at quarantine (sa bahay o sa isang pasilidad) ng ilang araw at hindi pa naka-confine sa ospital ngunit naubos na ang lahat ng kanyang mga leave benefits na inaalok ng kumpanya ay patuloy na tumatanggap ng kanilang sahod mula sa kanilang employer sa buong isolation.
Maaaring makatanggap ng kompensasyon ang mga empleyadong nagkasakit ng Covid-19 ngunit hindi kabilang ang mga kina-kailangang ilagay sa isolation at quarantine para sa obserbasyon kasunod ng preliminary positive test results.
Sa ilalim ng employees’ compensation benefits program ng Employees Compensation Commission (ECC), ang mga empleyado – na miyembrong nagbabayad ng Social Security System– na naospital at naka-confine dahil sa Covid-19 ay babayaran sa kanilang pagkaka-ospital kabilang ang halaga ng gamot, bayad sa doktor, at rehabilitasyon.
