MANILA – Target ng gobyerno na mabakunahan ang hindi bababa sa 15 milyong Pilipino sa tatlong araw na national Covid-19 vaccination program na binansagang “Bayanihan, Bakunahan” Day mula Nobyembre 29 hanggang Disyembre 1, ayon kay Secretary Carlito Galvez Jr., chief implementer ng National Task Force (NTF) laban sa Covid-19 noong Miyerkules.

Sa pre-recorded Talk to the People ni Pangulong Rodrigo Duterte, inihayag ni Galvez na ang national Covid-19 vaccination initiative ay magsasangkot ng “whole-of-society at whole-of-government” approach.

“So ang atin pong framework ay talagang magkakaroon tayo ng Bayanihan. It will involve all society and all government agencies,” wika ni Galvez, na vaccine czar din ng bansa.

Sinabi ni Galvez na ang kaganapan, na naglalayong sabay-sabay na pabilisin ang coronavirus inoculation drive, ay isasagawa sa lahat ng 17 rehiyon sa buong bansa.

“As we ramp up the implementation of the Covid-19 vaccination nationwide, the national government shall facilitate the vaccination activities and expedite vaccination of individuals with zero-dose by devoting three days solely for vaccination activities nationwide,” aniya.

Kahit na ang vaccination drive ay naglalayong magbigay ng 15 milyong dosis ng Covid-19 vaccines, sinabi niya na “hindi ito titigil doon”.

“We are planning to sustain the outcome of the national vaccination day for the coming weeks,” isinaad niya.

Ang inisyatiba ay tutulong din sa mga local government units (LGUs) na may mababang vaccination output para mapabilis ang kani-kanilang vaccination program, dagdag niya.

“So objective po nito is to mobilize all stakeholders, people and logistics to facilitate the vaccination with Covid-19 vaccines of at least 15 million individuals in three days,” sinabi ni Galvez, na binanggit na ang ilang mga lugar na may mabagal na pagbabakuna ay nahaharap sa ilang mga hamon at limitasyon sa logistical at pangangasiwa ng bakuna.

Regular holidays

Ayon kay Galvez, inirekomenda ng NTF sa Department of Health (DOH) na maglabas ng circular order na nagdedeklara sa tatlong araw na vaccination drive bilang regular holidays.

“Ang conceptual framework po natin ay whole-of-society approach and whole-of-government approach. It will be likened to ‘yung like it’s election day,” aniya.

Sinisikap ng gobyerno na i-convert ang iba’t ibang paaralan, mga covered court ng unibersidad, arena, gymnasium, at iba pang pribadong establisyimento–bilang mga lugar ng pagbabakuna para sa kaganapan.

“We have to expand and activate the vaccination site of more or less 4,000 to 5,000 vaccination centers,” isinaad ni Galvez.

“So we will also mobilize all government agencies, including uniformed personnel and other government agencies that can help us in the vaccination of our total populations, and general populations and children,” idinagdag niya.

Sinabi ni Galvez na ang Philippine Medical Association at ang iba’t ibang pinagsamang asosasyon nito tulad ng Philippine Nurses, Philippine College of Physicians, Philippine Pediatric Society, at Philippine Dental Association, kabilang ang mga healthcare worker mula sa mga pribadong ospital, ay ay lalahok din sa kaganapan bilang mga tagapag-bakuna.

Dahil dito, nangako si Galvez na pabilisin pa ang mga natitirang paghahatid ng bakuna hanggang Disyembre.

“And also, we will intensify the social preparation activities to drumbeat the campaign so that we could increase furthermore the uptake and the acceptance of the vaccines regardless of the brand,” sinabi niya.

Idinagdag niya na isaaktibo din ng gobyerno ang bagong itinatag na health emergency command system kasama ang pagtatatag ng Local Vaccine Operations Centers upang itulak ang higit na pinagsamang koordinasyon sa programa ng pagbabakuna sa Covid-19.

Tatlong yugto ng paghahanda

Sinabi ni Galvez na ang paghahanda para sa nationwide vaccination ay isasagawa sa tatlong yugto na kinabibilangan ng vaccination workshops, meetings, at consultations.

“We have the preparation phase will be done on November 1 to 28, and then also with the execution phase from November 21 to 30 and December 1; and then also sustainment operations from December 2 to 31. Meaning, we will not end up with National Vaccination Day. We will sustain the effort up to December 31,” wika niya.

“We will make sure that all the different activities, together with the different responsibilities of the different organizations and agencies will be lined up in the synchronization matrix,” idinagdag niya.
