MANILA – Pinalawak ng Department of Labor and Employment (DOLE) ang compulsory insurance coverage para sa mga overseas Filipino worker (OFWs), kabilang ang rehire at direct hire.
Sa Department Order No. 228 na inaprubahan noong Nobyembre 3 at inilabas nitong Lunes, sinabi ni Labor Secretary Silvestre Bello na ang mga sakop sa insurance coverage ay lahat ng mga agency-hired workers at mga migrant workers na inuri bilang mga rehire.
“Each migrant worker deployed by a recruitment/manning agency shall be covered by a compulsory insurance policy which shall be secured at no cost to the said worker,” sabi nito.
“Such insurance policy shall be effective for the duration of the migrant worker’s employment, and this shall include, at the minimum, the social protection benefits enumerated under Section 23 of Republic Act 10022,” idinagdag ng order.
Ang gastos ay sasagutin ng recruitment/manning agency para sa mga agency-hired worker habang para sa rehire, direct hire, at name hire at para sa kanilang mga pamilya, ang gastos ay sasagutin ng kanilang mga dayuhang employer o ng mga manggagawa mismo, napapailalim sa isang kumpletong refund sa pagdating ng kinauukulang OFW sa lugar ng trabaho o destinasyon ng bansa.
“Licensed Philippine recruitment/manning agencies and their principals/employers shall comply with this directive, and shall also offer an enhanced insurance coverage, if available and approved by the Insurance Commission, subject to the concurrence of the OFWs, that will include acts or incidents considered as force majeure and all health issues, including all man-made hazards and perils, at the worksite, in addition to the minimum coverage already provided under the compulsory insurance for agency-hired workers,” ayon dito.
Kasabay nito, sinabi ng DOLE na ang panuntunan ay ipapatupad lamang sa panahon ng kasalukuyang public health emergency na kinakaharap ng lahat ng mga bansa dahil sa Covid-19 pandemic at ang mga banta ng iba pang umuusbong na mga nakakahawang sakit gayundin ang panahon ng ganap na pagkumpleto at pagpapatupad ng programa ng pagbabakuna ng pambansang pamahalaan para sa lahat ng mamamayang Pilipino.
Gayunpaman, maaaring palawigin ito ng departamento ng mas mahabang panahon ayon sa mga pangyayari.
“This Order seeks to forthwith extend, expand and strengthen this indispensable mantle of protection to all OFWs during this current global health emergency crisis at no cost to the worker, and also to other migrant workers based abroad under a residency status granted by the host country if they may avail of such social insurance coverage and which is completely consistent with current legislative initiatives bearing and embracing the same purpose and objectives,” idinagdag ng DOLE.
Ayon kay Bello, 32% lamang (agency-hired employees) ng inaasahang 10 milyong OFW ang may sapat na social security.
Humigit-kumulang 70 porsiyento ng populasyon ng OFW na hindi sakop sa polisiya ay lubhang mahina sa ilang mga kilalang panganib ng mga host country at destinasyon ng trabaho, sinabi niya.
