MANILA – Inihayag ni Pangulong Rodrigo Roa Duterte na mayroong “ligal na batayan” para sa Commission on Audit (COA) upang siyasatin ang mga financial record ng Philippine Red Cross (PRC).

“When I asked for an audit of Philippine Red Cross by COA, it is with legal basis,” sinabi ni Duterte sa kanyang prerecorded na Talk to the People noong Lunes ng gabi.

Malinaw itong binanggit sa Saligang Batas, ayon kay Duterte, pati na rin sa ilalim ng Republic Act 10072, o ang Philippine Red Cross Act of 2009.

“Kailangan kong ipaimbestiga ang Red Cross for a host of reasons, pero una niyan pera,” aniya.

Dahil sa ipinag-utos ng batas, sinabi ni Duterte na kinakailangan ng PRC na isumite ang taunang ulat sa pananalapi sa Opisina ng Pangulo.

“The Constitution itself requires bidding for every centavo that goes into the private hands for the purpose of charity,” wika niya.

“We are not attacking the Philippine Red Cross. We just would like to know if the resources of the government have given to it — is well manage,” dagdag niya.

Inatasan na ni Duterte ang Solicitor General na sumulat kay COA Chairman Michael Aguinaldo, na humihiling na magsagawa ng pag-audit sa kalagayang pampinansyal ng PRC.

Dapat maging transparent ang paghawak ni Senador Richard Gordon sa PRC, ayon kay Duterte.

“Gusto mo transparency sa mga transaction kaya you’re dwelling on Pharmally? In the same manner, we get also to see if there is transparency in the Red Cross under you and you yourself in connection with the Red Cross functions,” giit ni Duterte.

Si Gordon ay chairman ng Senate Blue Ribbon Committee, na nag-iimbestiga sa hinihinalang sobrang presyo ng mga kontrata para sa mga supply ng Covid-19 sa pagsisimula ng pandemya noong nakaraang taon.
