Nanawagan ang isang environmental group noong Martes kay Pangulong Rodrigo Duterte ng magdeklara ng national climate emergency matapos ang magkakasunod na bagyong tumama sa bansa na nagdulot ng malawakang pagbaha sa ilang bahagi ng Luzon.

Ayon kay Greenpeace Philippines country director Lea Guerrero, kinakailangan ang mas komprehensibong approach para tugunan ang climate crisis, sapagkat ang Pilipinas aniya ay isa sa mga bansang pinakanahaharap sa mga kalamidad na epekto ng climate change.

“The climate crisis is here to stay. It will be part of the future of the country. This is the new normal,” ani Guerrero.

Dagdag pa nito, “Unless we have plans that are comprehensive and that are forward-looking like planning for long term… we’ll be stuck in a cycle of just responding to every disaster that comes in and it’s not sustainable.”

Ang mga malalakas na bagyo ay ilan lamang umano sa mga bagay na puwedeng iugnay sa climate change at sa lumalalang epekto ng global warming o pag-init ng mundo.

Bagama’t may mga hakbang na ipinatutupad upang kontrahin ang epekto ng climate change, binigyang diin ni Guerrero na ang pokus ng kasalukuyan at nakaraang administrasyon ay palaging nasa post-disaster response.

“There hasn’t been a big effort for a lot of administrations to really address issues such as the country’s coal use, fossil fuel use,” dagdag pa nito.

Sa halip umano na lumikha ng mga task forces o ad hoc committees sa pagtugon sa mga kalamidad, iminungkahi ng Greanpeace ang pagpapaigting sa mga umiiral na protocols tulad ng typhoon response.

“We don’t need a national task force to keep on responding to everything that’s happening in localized places. But we need LGUs (local government units) to have more capacity, to have more resources to be able to determine the risks and manage the risks in their localities,” paliwanag ni Guerrero.

Ang iba pang isyu na dapat mabigyan ng lunas ng climate emergency declaration ay ang pagpapanagot sa mga fossil fuel at cement companies para sa human-induced carbon emissions. Dose-dosena sa mga kumpanyang ito ay pinaiimbestiagahn na ng Commission of Human Rights (CHR).

Hinikayat din ng grupo ang pamahalaan na panagutin ang ibang mga bansa dahil sa pagkakaroon ng pinakamaraming greenhouse gas emissions

Aniya, “What’s happening right now to the Philippines is not something we’re responsible for. We’re one of the least, the smallest contributors.”

Dagdag pa ni Guerrero, “We do need that action from outside to make sure this global problem is solved not just for the Philippines, but for developing nations that are reeling under the impacts of climate crisis.”
