MANILA — Nakatakdang dumating sa Pilipinas ngayong Pebrero 6 ang isang forensic expert at opisyal ng United Nations para tumulong sa imbestigasyon ng Department of Justice (DOJ) sa mga kaso ng “extra-judicial killings (EJK)”.
Sinabi ni Justice Secretary Jesus Crispin Remulla na personal niyang inimbita si Dr. Morris Tidball-Binz para magsagawa ng “capacity-building mission” sa Pilipinas noong Nobyembre 13, 2022, nang magkita sila Geneva sa ginanap na Universal Peer Review ng United Nations Human Rights Council.
“He is coming in his capacity as an expert in the field to help capacitate our current doctors. We need more capable doctors in our country to assist our law enforcement agencies do their work. This is an enormous step towards that goal,” ayon kay Remulla.
Nilinaw ni Remulla na hindi magtutungo sa bansa si Dr. Tidball-Binz bilang Special Rapporteur ng UN ngunit bilang eksperto sa larangan ng forensic pathology.
“Dr. Tidball-Binz’s visit will help us identify the intricacies of wrongful death tragedies,” dagdag ng kalihim.
Nabatid na isang tanyag na forensic doctor si Dr. Tidball-Binz at nagsagawa ng human rights investigations sa Argentina.
Tumulong siya sa paglikha ng unang “genetic database” para matukoy ang mga biktima ng “enforced disappearances”.
Naging pinuno rin siya ng Humanitarian Project Plan ng International Committee of the Red Cross (ICRC) at naglunsad ng Missing Persons Project noong 2018 hanggang sa matalaga bilang UN Special Rapporteur for extra-judicial, summary or arbitrary executions.
