MANILA – Ang mga negosasyon sa isang code of conduct (COC) sa South China Sea ay magpapatuloy sa susunod na taon, ipinahayag ni Foreign Affairs Secretary Enrique Manalo nitong Huwebes.
Sinabi ni Manalo na natigil ang mga pag-uusap nang hindi bababa sa dalawang taon dahil sa mga hamon ng coronavirus disease 2019 (Covid-19) pandemic.
“They will most likely continue again next year. In fact, the talks, the negotiations actually, not just talks, are actually taking place on a regular schedule,” aniya sa isang panayam sa CNN. “The problem is when Covid came, there was a two-year gap in the negotiations because there were no in-person meetings, but they are now continuing.“
Hindi bababa sa dalawa o tatlong round ng negosasyon ang inaasahang magaganap sa 2023, ani Manalo.
Nagpahayag siya ng pag-asa na ang mga pag-uusap ay maaaring matapos sa isa o dalawang taon ngunit inamin na ang “mga teknikal na isyu” ay isang hamon sa mga negosasyon.
“It’s quite a technical exercise because it would really be a code. What’s important in our point of view is that it should be substantive and effective,” wika ni Manalo. “My hope is in one or two years but just another issue is, of course, this involves negotiations amongst 11 countries. All I can say is we will do our best to conclude it at the earliest possible time.“
Sinabi ni Association of Southeast Asian Nations Secretary General Dato Paduka Lim Jock Hoi noong nakaraang buwan na ang China at ang bloke ay gumagawa ng ikalawang draft ng COC.
