MANILA — Inaprubahan ng Kamara noong Lunes ang panukalang P3.573 bilyon na badyet ng Department of Tourism para sa fiscal year 2023.

Ang DOT at ang mga kaakibat nitong ahensya at korporasyon ay may kabuuang inirerekomendang badyet na P3.573 bilyon na 27.87% na mas mataas kaysa sa 2022 appropriations na P2.794 bilyon lamang.

Ang mga miyembro ng mababang kamara ay tumango sa DOT pagkatapos ng mga paglilitis na tumagal lamang ng wala pang dalawang oras.

Sinuportahan ni Rep. Faustino “Inno” Dy (6th District, Isabela) ang budget proposal bid ng DOT na binanggit ang industriya ng turismo ay maaaring mapalakas ang paglago ng ekonomiya ng bansa. Binanggit niya ang 12.8% na kontribusyon ng industriya sa Gross Domestic Product ng bansa noong 2019, pre-Covid-19 pandemic nang magtala ito ng all-time high na 8.3 milyong foreign arrivals.

“As we continue to open our borders for tourism, it is highly necessary to protect the beauty and bounty of our tourist destinations, provide an impressive overall tourism experience and ensure the health and safety of our tourists, tourism workers and the entire Filipino people. We also hope to develop and promote other key tourist destinations and market the country globally through various branding, promotional and marketing strategies,” wika ni Dy sa kanyang opening remarks.

“The country’s tourism portfolio is at par with our ASEAN competitors; however, to further promote our tourist destinations, there is a need to further improve gateway access and other infrastructure for ease and convenience of travel,” dagdag niya.

“The DOT envisions the tourism industry as a pillar for economic recovery. The industry is an important tool for the country’s development. The attainment of the DOT’s goals is, therefore, undoubtedly our nation’s victory,” pagpapatuloy ni Dy.

Sa briefing kasama ng House Committee on Appropriations sa panukalang 2023 budget ng ahensya noong Agosto 31, iniharap ni Frasco ang P3.573 bilyon na budget na sumasaklaw sa mga attached agencies ng DOT tulad ng Office of the Secretary, Intramuros Administration, National Parks Development Committee, at Philippine Commission on Sports Scuba Diving—na kasalukuyang lumilipat bilang isang attached agency ng DOT.

Ang inirekumendang badyet ng DOT ay .068% na bahagi ng iminungkahing 2023 National Expenditure Program (NEP) ng pamahalaan kumpara sa P2.5 trilyong kontribusyon ng industriya ng turismo sa GDP ng bansa.

Sinabi ni Frasco na ang DOT ay orihinal na humiling ng P12 bilyon mula sa Department of Budget and Management upang mapadali ang matagumpay na pagpapatupad ng iba’t ibang mga programa na binalak ng ahensya upang pasiglahin ang pagbangon ng turismo.

Taasan ang DOT budget

Samantala, sa panahon ng interpellation, binanggit ni Deputy Speaker Duke Frasco, asawa ng DOT chief, ang papel ng turismo sa pagbangon ng ekonomiya. Idinagdag niya na ito ay binanggit ni Pangulong Ferdinand Marcos Jr. bilang isa sa mga priority agenda ng kanyang administrasyon.

Nanawagan ang solon na dagdagan ang budget ng DOT na pinabulaanan din ni Minority Leader Rep. Marcelino Libanan (4Ps Partylist.)

“DOT needs to be equipped with the means and the tools to aid in our economic recovery to have enough fiscal space within its department to be competitive in the tourism market against our neighbors in the ASEAN and globally, to be nimble and resilient against future pandemics, epidemics, and calamities such as earthquakes and super typhoons that might befall our nation, and to be inclusive across all tourism markets and sectors not only focused on international tourist arrivals but in the massive potential of domestic tourism,” wika ni Deputy Speaker Frasco.

Si Rep. Arlene Brosas ay nakatuon din sa pagsuporta sa pagtaas ng badyet ng DOT. Naghanap siya ng mga programang tumitiyak sa kaligtasan ng kababaihan.

Ang DOT, sa pamamagitan ng sponsor nitong si Dy, ay nakatuon sa pagtataguyod ng mga karapatan at proteksyon ng kababaihan sa pamamagitan ng pangunahing programa nito, ang TourISM WoRCS Program o ang Tourism Integrates, Support and Minds Women’s Respect and Child Safety.

Bukod kina Brosas Assistant Minority Leader Gabriel Bordado (3rd District, Camarines Sur), Rep. Arlene Castro (ACT Teacher Partylist) at Rep. Mujiv Hataman (Basilan) ay humingi ng mga paglilinaw sa iba’t ibang turismo na may kinalaman sa kita ng Duty Free Philippines Corp. , isang kalakip na ahensya ng DOT, ang pagpupuno sa mga bakanteng posisyon sa plantilla ng DOT gayundin kung paano pinangangasiwaan ng DOT ang Tourism Road Infrastructure Projects (TRIPS).

Nagpapasalamat si DOT Secretary Frasco na suportado ng lahat ng interpellators ang pagtaas ng budget appropriation ng DOT.

“The final approval of the Department’s budget will facilitate a more vibrant and active tourism development thrust not only for the Department but for the whole tourism industry,” wika ng tourism chief.

Nagpasalamat siya sa mga miyembro ng Kamara sa mabilis na pag-apruba ng inirekomendang badyet.

“On behalf of the Department of Tourism, I express my profound gratitude to the esteemed members of the House of Representatives for their invaluable support as tacitly manifested in today’s plenary deliberations which echoed resounding support from the majority to the minority for an increased tourism budget,” wika ni Frasco.

“We especially appreciate the zeal and assiduity to which our tourism champion, Honorable Faustino ‘Inno’ Dy, V from the 6th District of Isabela defended the Department’s budget for the fiscal year 2023,” dagdag niya.

Noong nakaraang Agosto, nanawagan din ang iba pang mambabatas na sina Rep. Walter Palma (1st District, Zamboanga Sibugay) at  Rep. Edcel Lagman (1st District, Albay) para sa pagtaas sa badyet ng DOT na binabanggit ang industriya ng turismo ay revenue at job-generating agency.
