MANILA – Tiniyak ng Department of Foreign Affairs (DFA) noong Martes na ang anumang hakbang na may kaugnayan sa paggalugad at pagpapaunlad ng mga mapagkukunan sa West Philippines Sea ay gagabayan ng Konstitusyon.
Sa isang pahayag, sinabi ni Foreign Affairs pokesperson Ma. Sinabi ni Teresita Daza na kinikilala ng DFA ang pagkilala ni Liu Jianchao, ministro ng International Department ng Communist Party of China (CPC), na mayroong mga “mga hadlang sa batas” na humahadlang sa mga pag-uusap sa mga oil at gas exploration sa pagitan ng Beijing at Maynila.
“As it has always been, the Department is guided by the Constitution on the exploration, development and utilization of natural resources located within the exclusive economic zone, continental shelf and jurisdiction of the Philippines,” aniya sa isang text message.
“The Department looks forward to working with the DOE (Department of Energy) on a way that is anchored in the Constitution and with the protection and promotion of Philippine national interests as the paramount consideration,” dagdag niya.
Sinabi ni Daza na malugod na tinatanggap ng ahensya ang appointment nina dating Chief Justices Artemio Panganiban at Reynato Puno bilang co-chairs ng Law and Energy Advisory Panel ng DOE, na inaasahang maplantsa ang mga patakaran sa sektor ng enerhiya ng bansa.
Nilagdaan ng dalawang bansa ang memorandum of understanding (MOU) sa joint oil at gas development sa West Philippines Sea noong Nobyembre 2018.
Matapos ang tatlong taong negosasyon, tinapos ng Pilipinas noong 2022 ang pag-uusap tungkol sa mga posibleng isyu sa Konstitusyon.
Kasunod nito, paulit-ulit na nagpahayag ng pag-asa ang Tsina para sa muling pagkabuhay ng mga talakayan.
“[It] seems that there are some legal barriers or legal factors that are standing in the way of a final consensus. So I hope that both sides will move about this issue in a way that is feasible, in a way that will be practical so that the cooperation could be continued, could be realized,” wika ni Liu noong Linggo.
“I hope that the discussions will continue and both sides will demonstrate some kind of flexibility so that, without prejudicing each other’s claims or their own positions, cooperation could happen,” dagdag niya.
