MANILA – Ang mas mataas na pondo at pagtaas ng rice buffer stock ay magkakaroon ng malaking papel sa pagpapababa ng presyo ng mga pangunahing bilihin sa bansa, ipinahayag ng Department of Agriculture (DA) nitong Huwebes.

Sinabi ni Agriculture Secretary William Dar na ang isang PHP20 kada kilo na presyo ng bigas ay magagawa lamang sa pamamagitan ng estratehikong pagpaplano at mga programang “kinasasangkutan ng lahat ng sektor”.

“We have to really make it possible. Every efficiency that we can have; every good technology that we have; every opportunity to capacitate the farmers and engage the youth; we should have an increasing investment for post-harvest facilities including drying, milling, warehousing, we should invest,” aniya sa Laging Handa briefing.

Gayunpaman, pinuri ni Dar ang adhikain ng susunod na administrasyon sa ilalim ni President-elect Ferdinand “Bongbong” Marcos Jr., at sinabing magkapareho sila ng layunin.

Sinabi niya na ang mas mataas na ani na may mas mababang gastos sa produksyon ay dapat munang makamit.

Ang mga prerequisite na ito ay nananatiling isang hamon kung isasaalang-alang ang patuloy na hidwaan sa pagitan ng Ukraine at Russia.

“Our latest analysis shows that if this war in Ukraine continues, the cost of production is at three pesos and thirty centavos. So add it to the present level, of course, producing a kilo of palay is at PHP11.50, so almost PHP14.80, the cost producing a kilo of palay is at fifteen pesos,” isinaad niya.

Nabanggit din niya na mahalagang tukuyin ang mga hamon at diskarte sa value chain.

“As I’ve said, we will increase productivity, yield targets, we will work on lowering the cost of production, which is currently increasing, we hope this will drop. So, we have many challenges that we have to put into consideration in this new program, designing this program towards the P20.00 rice price,” wika niya.

Sinabi ni Dar na ang papasok na administrasyon ay maaaring mamuhunan sa pagpapataas ng buffer stock ng National Food Authority (NFA), na itinakda ang China at India bilang mga halimbawa na may 365-araw na buffer stock ng bigas.

“Strengthen the NFA; increase buffer stocking; increase the fund, as well as the fund for capital expenditure for us to do this. So, if we start this July towards the end of the year, they can have that capacity of good for 15 days but we see to it that if we have a stimulus bill, the capital expenditure should be increased so that next year they can go to full capacity of 30-day buffer stocking,” aniya.

Sa ngayon, nasa PHP7 bilyon na budget lamang ang inilalaan para sa NFA taun-taon, na makapagbibigay lamang ng 300,000 metric tons ng buffer stock na mainam lamang sa loob ng isang linggo.
