MANILA – Inaprubahan na ni Pangulong Rodrigo Duterte ang rekomendasyon ng Department of Finance (DOF) na ipagpatuloy ang pangongolekta ng excise taxes sa mga produktong petrolyo.
Ito, matapos magbabala si Finance Secretary Carlos Dominguez III na ang pagsususpinde sa koleksyon ng excise taxes sa gasolina ay magbabawas sa kabuuang kita ng gobyerno ng PHP105.9 bilyon sa 2022.
Sinabi ni Duterte na nagpatawag siya ng serye ng mga pagpupulong sa mga kalihim ng Gabinete dahil ang kanyang desisyon ay ibabatay sa kanilang mga rekomendasyon.
“The Cabinet members aren’t there for nothing. Sila ‘yung magtrabaho at ako, I will just decide after reading the reports, then I decide. That’s what I’m here for to talk to the nation,” wika ni Duterte sa kanyang pakikipagpulong sa mga opisyal ng Gabinete sa Palasyo ng Malacañang noong Martes ng gabi.
Sinabi ni Dominguez kay Duterte na ang panukalang pagsususpinde ng mga excise tax sa mga produktong petrolyo ay magtutulak lamang sa gobyerno na “humiram ng mas maraming pera” dahil sa posibleng revenue losses.
“In 2023, that goes up to PHP114.4 billion; in 2024, PHP123.6 billion; and so on. For the 10-year average of PHP160.3 billion a year or a total of PHP1.76 trillion for 10 years. This is equivalent to roughly one half of one percent of our GDP (gross domestic product),” sinabi ni Dominguez kay Duterte.
Ang mga mayayaman lamang ang makikinabang sa panukala, dagdag ni Dominguez.
“The bottom 50 percent of the Philippines, they only consume 13 percent of the fuel. So, cutting the tax will benefit more the people who have cars and the other richer people. We will not be benefitting so much the bottom 50 percent of our population, that will make it very inequitable,” wika niya.
Iminungkahi ni Dominguez na magbigay ng buwanang subsidyo na nagkakahalaga ng PHP200 bawat isa sa humigit-kumulang 12 milyong mahihirap na Pilipino sa loob ng isang taon.
“So, to summarize again: retain the fuel excise taxes imposed under TRAIN (Tax Reform for Acceleration and Inclusion) Law [and] provide targeted subsidies to the lowest 50 percent of the households in the Philippines, totaling around 12 million people. This will cost PHP33.1 [billion] per — for the first year,” aniya.
Sinabi ni Dominguez na ang panukala ng kanyang opisina ay “sustainable” at ” isang bagay na kayang-kaya natin sa ngayon”.
Inaprubahan ni Duterte ang rekomendasyon ni Dominguez.
“So sige, ‘yun ang policy ng executive department,” isinaad ni Duterte.
Sa hiwalay na online press briefing nitong Miyerkules, sinabi ni acting Presidential Spokesperson at Communications Secretary Martin Andanar na ilalabas ng Department of Budget and Management ang mga guidelines sa pamamahagi ng karagdagang tulong sa mga mahihirap na Pilipino.
“Unawain po natin na hindi lahat ay mabibigyan. Uunahin po natin yung most vulnerable sector. Ang most vulnerable at most affected ay ang mga mahihirap nating kababayan at minimum wage earners,” wika ni Andanar.
