MANILA – Muling umapela ang Malacañang nitong Martes sa Philippine Health Insurance Corp. (PhilHealth) na bayaran ang mga unpaid claims matapos ipahayag ng pitong pribadong ospital sa Iloilo ang pagputol ng ugnayan sa state insurer dahil sa unpaid claims na umaabot sa mahigit PHP545 milyon.
“Pangulong Duterte has already issued a directive in previous Cabinet meeting namin na to pay the hospitals immediately, bayaran ang mga ospital,” sinabi ni Acting Presidential Spokesperson, Cabinet Secretary Karlo Nograles sa isang press briefing ng Palasyo.
Ipinunto ni Nograles na ang direktiba ni Duterte ay humantong sa pagkakaroon ng PhilHealth ng debit-credit payment method (DCPM), na nagpapahintulot sa mga ospital na makatanggap ng 60 porsiyento ng kanilang reimbursement claims kahit na hindi pa tapos ang PhilHealth sa pagproseso ng kanilang mga documentary requirements.
“So because of that directive, nagkaroon nitong debit-credit-payment method which, again, nag-two waves na nga. And then now, PhilHealth is already preparing everything to do the third wave,” idinagdag niya.
Hinikayat din niya ang mga pribadong ospital na i-avail ang bagong payment scheme ng PhilHealth para mapabilis ang disbursement ng mga unpaid claims ng mga ospital.
“And sabi ng PhilHealth, using this debit-credit payment method or DCPM – they have actually had two waves of this already – again to accelerate and facilitate the payment of the hospitals and they are set to release a third wave of DCPM,” aniya.
Sinasaklaw ng unang yugto ng DCPM method ang mga claims na inihain mula Marso 8, 2020 hanggang Abril 7, 2021.
Sa kabilang banda, ang ikalawang yugto ay sumasakop sa mga claims na inihain mula Abril 8 hanggang Agosto 9, 2021.
“So ang panawagan ng PhilHealth sa mga hospitals ay to cooperate with their DCPM method so that mas mabilis bayaran,” idinagdag niya.
Noong Sabado, sinabi ng Iloilo Mission Hospital, St. Paul’s Hospital of Iloilo, Iloilo Doctors’ Hospital, Medicus Medical Center, The Medical City of Iloilo, Qualimed Hospital Iloilo, at Metro Iloilo Hospital and Medical Center Inc., na hindi nila ire-renew ang kanilang accreditations sa PhilHealth simula sa susunod na taon.
Tinukoy ng mga ospital ang hindi nabayarang reimbursement claim na nagkakahalaga ng PHP545 milyon noong Agosto 31 bilang dahilan ng kanilang planong humiwalay sa health insurer.
Sa isang liham noong Disyembre 10 kay Health Secretary Francisco Duque III, PhilHealth board chair, at PhilHealth president at chief executive officer Dante Gierran, sinabi ng mga pinuno ng mga ospital na hindi na nila ire-renew ang kanilang accreditation simula Enero 1, 2022, dahil ang ahensya ay “hindi sumusunod sa mga legal na obligasyon nito sa ilalim ng Republic Act No. 7875 (National Health Insurance Act of 1995).”
“We have been exhausting all our efforts to provide essential health-care services during this pandemic despite the extreme challenges we face and the constant sacrifices being made by our healthcare workers and employees. Unfortunately, our hospitals cannot continue to operate with depleted financial resources caused by the nonpayment of our claims by PhilHealth,” ayon sa sulat.
Samantala, umaasa naman si PhilHealth Spokesperson Shirley Domingo na mapipigilan ng DCPM payment scheme nito ang plano ng pitong ospital sa Iloilo na humiwalay sa state insurer.
