Inihayag ni Senador Richard Gordon na ang “bureaucractic” na proseso sa paglalabas ng pondo ng pamahalaan para sa Covid-19 response ay nakadaragdag sa abala kasabay nang pagsipa sa bilang ng Covid-19 cases sa bansa.

Tinukoy ni Gordon, na siya ring chairman ng Philippine Red Cross, ang “lack of urgency in some bureaucrats” bilang pangunahing dahilan kung bakit kulelat ang Pilipinas sa mga karatig bansa nito sa Southeast Asia sa aspeto ng Covid-19 response.

“Bureaucracy is the number one problem,” ani Gordon noong Lunes.

“I think the DOF (Department of Finance) should watch it. I think that the Budget and Management (department) and COA (Commission on Audit) should realize there’s a tremendous problem before us, and they should release the money quickly,” dagdag pa ng senador.

Subalit, ang pinakamalaking salarin umano ay ang Philippine Health Insurance Corporation (PhilHealth).

Ang PhilHealth ang nagbabayad sa isinasagawang RT-PCR tests ng PRC para sa mga umuuwing overseas Filipino workers (OFWs), pati na rin sa frontline health at government workers. Gayunpaman, paulit-ulit na tinuligsa ni Gordon ang ahensya dahil sa hindi pagbabayad sa oras ng mga obligasyon nito.

Aniya, “They don’t want to release the money, so hospitals are short.”

“Even for vaccination, there was this very, very stupid guy from PhilHealth who said we cannot pay those in tents in the hospital because they are not part of the law. That’s the kind of unmitigated stupidity that we have in our country,” diin ng senador.

Samantala, sinabi naman noong Martes ni PhilHealth spokesperson Rey Baleña na patuloy ang ahensya sa pagbabayad ng mga utang nito sa PRC at reimbursement claims ng mga pribadong ospital. Subalit, sinabi rin nitong ibinalik o tinanggihan nila ang ilang claims na nangangailangan ng correction o di kaya ay napag-alamang deficient.
