Gobyerno, nakatakdang ipatupad ang national deployment at vaccination plan vs Covid-19

Inaprubahan at niratipikahan ng pamahalaan ang Philippine National Deployment and Vaccination Plan for COVID-19 Vaccines at inaaasahan itong ipapatutupad upang tuluyang masugpo ang Covid-19.

“All implementing agencies of the National Task Force Against COVID-19, all Regional and Local COVID-19 Task Forces, and all Regional and Local COVID-19 Vaccination Operations Centers, Local Task Forces and Local COVID-19 Vaccination Operations Centers are hereby mandated to implement and adopt the said plan,” paglalahad ng isang memorandum kamakailan ng National Task Force against COVID-19.

Ang Regional at Local COVID-19 Vaccination Operations Centers ay inatasan ding mag-develop ng kani-kanilang deployment at vaccination macro at microplans base sa ipinamahaging templates ng Department of Health (DOH).

In-upload ng NTF Covid-19 noong Linggo ang isang kopya ng January 26 memorandum tungkol sa approved Inter-Agency Task Force for the Management of Emerging Infectious Diseases Resolution No. 95.

Ang nasabing memorandum ay nilagdaan ni NTF COVID-19 chairperson at Defense Secretary Delfin Lorenzana, vice chair at Interior Secretary Eduardo Año, at chief implementer Carlito Galvez Jr.

“By approaching the vaccination program in a whole-of-system government, whole-of-society approach, we can ensure the successes of the national vaccine deployment program in delivering safe, effective and accessible vaccines for all Filipinos,” giit naman ni Health Secretary Francisco Duque III sa Foreword.

Ang naturang dokumento, na mahigit 100 pahina, ay kumakatawan sa pitong phases ng plano, kung saan hinati-hati ito sa ilang chapters. Ito ay ang: Scientific Evaluation and Selection, Diplomatic Negotiation and Engagement, Procurement and Financing, Shipment and Storage, Distribution and Deployment, Implementation of a Nationwide Vaccination; at Assessment, Evaluation and Monitoring.

Ang prioritization mechanism at criteria para sa technical evaluation ng short-listed vaccines ay ipinaliliwanag sa nasabing vaccine plan. Inilalarawan din ng dokumento ang proseso ng pamahalaan patungkol sa pakikipag-ugnayan sa foreign entities kaugnay ng vaccine development, evaluation at selection, funding requirements, at technical details tungkol sa cold chain management at ancillary immunization supplies.

Labing-isang Covid-19 vaccines ang shortlisted na vaccine expert panel sa kasalukuyan na kinabibilangan ng Sinovac, Sinopharm, Novavax, at Clover. Kasama rin ang AstraZeneca at Pfizer-BioNTech, subalit ang dalawang ito lamang ang binigyan ng Emergency Use Authorization.

Sa inilaang P82.5 bilyon para sa Covid-19 campiagn, P70 bilyon ang magmumula sa unprogrammed funds ng 2021 General Appropriations Act para sa procurement ng mga bakuna.

Samantala, para naman sa logistics at iba pang suplay, P2.5 bilyon ang inilaan sa ilalim ng badyet ng DOH at P10 bilyon naman sa ilalim ng Bayanihan 2.
