Nagbabala ang ilang senador noong Biyernes hinggil sa pag-amyenda ng Konstitusyon para lamang sundin ang hiling ni Pangulong Rodrigo Duterte na baguhin ang party-list law para sugpuin ang pagrerebelde ng mga komunista, sapagkat puwede umano itong tugunan nang hindi pinakikialaman ang Saligang Batas.
Kung ang layunin lamang ni Duterte ay nakatuon sa ilang mambabatas dahil sa umano’y pagiging legal at political fronts ng Communist Party of the Philippines, dapat aniyang maging “more creative in accomplishing that objective without opening the floodgate to possibly tinker with the Constitution in its entirety” ang mga ito, ayon kay Sen. Panfilo Lacson.
“Taking the charter change route might be a bit too big a bite to take.”
“When we open the valve to amend the Constitution, especially via a Constituent Assembly, nobody, not even the highest officials of the three branches of government can choose, much less assure which provisions may be amended or not,” giit ng senador.
Bagama’t may malaking “room for improvement” para sa party-list system ng bansa, pinaigting nito ang isang “culture of accountability and provided another layer of checks and balances in our government,” wika ni Sen. Joel Villanueva, na unang umupo bilang party-list representative ng Citizens’ Battle Against Corruption.
“Other than the fact that Charter change will be a hard sell especially before the 2022 elections, the party-list system will have to be judged by its merits because I’ve personally seen how the system has allowed the poor and underrepresented participate in decision-making,” sabi ng senador.
Ang ama ni Villanueva na si Bro. Eddie Villanueva ang kasalukuyang representante ng CIBAC party-list.
“Amending the Constitution needs the full attention of everyone especially all lawmakers— attention and time that we lack right now for other things aside from top priorities such as the vaccination program and economic revival,” giit nito.
“I hope that talks on amending the Constitution would not be a distraction to what’s really important right now,” dagdag pa.
Unang sinabi ni Senate President Vicente Sotto III na naghain ng resolusyon sina Sen. Ronald Dela Rosa at Sen. Francis Tolentino upang mag-convene ang Kongreso bilang constituent assembly para amyendahan ang party-list system at economic provisions ng 1987 Constitution matapos makipagpulong kay Pangulong Rodrigo Duterte.
Binatikos naman ni opposition Sen. Leila de Lima ang administrasyon at mga kaalyado nito sa Kongreso dahil sa pagsusulong ng “magastos” na solusyon upnag tugunan ang economic restrictions sa bansa.
Aniya, “Bilyon-bilyong piso ang gagastusin para pag-aralan, isulong sa Kongreso, at magsagawa ng plebisito para amyendahan ang ating Konstitusyon. Sino ang magbabayad niyan, sila ba?!”
“Kahit anong ayos ang gawin nila sa Konstitusyon natin, ‘pag corrupt pa rin ang gobyerno, mabagal ang serbisyo, at sandamakmak ang walang habas na patayan, patuloy pa rin na babagsak ang ating ekonomiya,” dagdag pa ng senadora.
Idiniin naman ng Senate minority bloc na tututulan nila ang mga anumang hakbang na layong amyendahan ang Saligang Batas kapag tinalakay ito sa mga susunod na linggo.
