Tinanggihan ni Pangulong Rodrigo Duterte ang pagsasabi sa Kongreso kung paano gagastusin ang inilaang intelligence funds sa ilalim ng 2021 national budget, ayon sa veto message nito noong Martes.
Ayon sa pangulo, saklaw ng intelligence funds ang mga programa at proyekto na “kaungay sa national secutiry” at ang mga usapin dito ay “confidential o classified information.”
“All activities involving intelligence gathering that have a direct impact on national security and public safety shall be directly submitted to my Office,” ani Duterte kay Senate President Vicente Sotto III at House Speaker Lord Allan Velasco.
Dagdag pa ng pangulo, “Consequently, I have to directly veto the proviso… which effectively requires the submission of quarterly reports on the use of intelligence funds to the Speaker of the House of Representatives and the President of the Senate of the Philippines.”
Idinidiin umano ng security cluster na may “members of Congress who are sympathizers or allegedly connected to the CPP/NPA (Communist Party of the Philippines/ New People’s Army),” sabi naman ni Sotto.
“PRRD (Duterte) probably thinks it’s best not to telegraph the Executive’s intel actions,” dagdag pa nito.
Naunang pinuna ni Senate Minority Leader Franklin kung bakit mas mataas ang programmed allocations para sa intelligence at confidential funds, pati na rin ang anti-insurgency program, kumpara sa pondo para sa Covid-19 vaccines sa ilalim ng 2021 national budget.
Bagama’t pinahintulutan ng Kongreso ang executive branch na mag-disburse ng P72.5 bilyon para sa pagbili ng mga Covid-19 vaccines sa susunod na taon, P2.5 bilyon lamang ang guaranteed funding sa ilalim ng 2021 budget, habang ang nalalabing P70 bilyon ay kinakailangan pang kunin mula sa loans o excess non-tax revenue collections.
“It is like we issue a check without adequate funding. Sana po hindi mag-bounce,” pahayag ni Drilon.
“There is no definite revenue source for the purchase of COVID-19 vaccine but there are P16.4 billion for anti-insurgency and P9.5 billion for confidential and intelligence funds,” dagdag pa ng senador.
Pinirmahan ni Duterte noong Lunes ang P4.506-trilyong national budget para sa 2021, na makatutulong aniya sa pagbnagon ng ekonomiya na lubos na naapektuhan ng Covid-19 pandemic.
