Galvez: PH, ‘on track’ pa rin sa Covid-19 vaccine procurement

Sinabi ni Vaccine Czar at Covid-19 task force chief implementer Carlito Galvez, Jr. na “on track” ang bansa sa plano nito para para sa Covid-19 vaccine procurement bagama’t may mga delays sa negosasyon.

“We want to assure our countrymen that we are on track in the implementation of our Philippine National Vaccine Roadmap and there have been maybe some delays in our negotiations but still we were able to make up,” wika ni Galvez noong Biyernes.

Binanggit din ng opisyal na tintingnan ng pamahalaan ang makipag-ugnayan sa mga manufactureres sa dulo ng taon o sa Enero 2021, kung saan ang inisyal na planned rollout ng dosages sa bansa sa unang quarter ng 2021 ay matutuloy.

“We are confident that given the timeline of production, initial deliveries will be made by March of next year and the inoculation program may commence within that period,” dagdag pa ni Galvez.

Ayon sa opisyal, umaasa aniya ang pamahalaan na makakukuha ng panibagong deal tulad ng sa AstraZeneca, kung saan 2.6 milyong doses ang ibinigay sa gobyerno.

Ang paniguradong ito ay matapos pumutok ang isyu na mayroon umanong “naglaglag ng bola” ayon kay Foreign Affairs Secretary Teodoro “Teddy Boy” Locsin kaugnay ng vaccine procurement deal sa US drugmaker na Pfizer para sa 10 milyong doses. Ang nasabing kasunduan kay US Secretary of State Mike Pompeo, ay pinangunahan nina Locsin at Philippine Ambassador to the US Babe Romualdez.

Sinabi naman kinalaunan ni Senador Panfilo “Ping” Lacson na si Health Secretary Francisco Duque III ang tinutukoy ni Locsin.

Pinabulaanan ito ni Duque at iginiit na kaya nagtagal nang 17 days bago niya mapirmahan ang papeles ay dahil walang nakasaad sa mga dokumento na makakukuha ng 10 milyong doses ang bansa pagsapit ng Enero, taliwas sa iginigiit ni Locsin.

Tiniyak naman ni Galvez ang “transparency”, “fairness” at “accountability” sa mga transaksyon at hinikayat ang pag-iwas sa pagpapakalat ng “unnecessary noise” hinggil sa vaccine procurement.

“Let me reiterate, no ‘bus’ was missed or no ‘ball’ was dropped because we are focused on our main goal, and that is, to secure an equitable share of the vaccines,” tugon ng vaccine czar.

Dagdag pa nito, “In reality, negotiations on many occasions will reach stalemate and gridlock when legal challenges, public interest and safety are at stake.”

Binanggit ni Galvez na ang Confidential Disclosure Agreement ay isa sa mga “many phases of the negotiations.” Ang CDA ang dahilan ng pagtatagal sa pagpirma ni Duque bagama’t isa itong requirement bago makapag-umpisa ang advanced talks sa vaccine procurement.

Idiniin din ni Galvez na walang opisyal ng pamahalaan ang mayroong access sa vaccine procurement funds. Ito aniya ay pinangangasiwaan ng “multilateral partners” sa pangunguna ng Finance Department.

Isa rin umanong mabusising proseso ang sinusunod sa pagkalap ng Covid-19 vaccine na kinabibilangan ng pagkilatis sa mga dokumento alinsunod sa regulatory requirements.

“The Philippine government is determined to acquire safe and effective vaccines for all Filipinos, regardless of brand or their country of origin,” sabi ni Galvez.
