Niratipikahan na ng Senado at Kamara noong Miyerkules ang P4.5-trilyong 2021 national budget, habang iginiit ng Senado na mapapahintulutan ng spending bill ang pamahalaan na isakatuparan ang “ramped up Covid-19 response” programs at pahintulutan ang “fresh investments” para sa health facilities.
Matutulungan ng 2021 national budget ang gobyerno na mas maayos na rumesponde kontra Covid-19 pandemic at pondohan ang mga bagong batas na isinabatas ngayong taon, wika ni Senate Committee on Finance chair Sen. Sonny Angara sa kanyang sponsorship speech sa plenaryo.
Sa pagratipika sa badyet, ginamit ng Kamara ang Bicameral Conference Committee Report on the General Appropriations Act.
“This budget reflects the serious commitment of the Duterte government to defeat COVID-19 and bring the economy back on track,” pahayag ni House Speaker Lord Allan Velasco.
“Our original intent remains intact for the 2021 budget: to improve our response to the COVID-19 pandemic, to assist those not only stricken by calamities but also by poverty, disease and homelessness,” sabi naman ni Angara.
Tinaasan din ng Kongreso ang calamity fund para sa 2021 “to set aside more funds to empower the government to respond and save more lives in the face of national disasters.”
Kinilala naman ni Sen. Grace Poe ang ratipikasyon ng 2021 badyet, at sinabing ang agaran nitong pagpapasa ay magpapahintulot sa “muling pagbuhay ng ekonomiya.”
“It seeks to respond to real needs for better health protection, equal access to quality education, efficient transportation and infrastructure and inclusive social protection,” pahayag ni Poe.
Binanggit ni Velasco na kabilang sa badyet ang P70 bilyong alokasyon para sa pagbili ng Covid-19 vaccines, storage, transportation, at distribution.
Pinamalaking bahagi ng 2021 badyet ay mapupunta sa Department of Education (DepEd) na may P708.18 bilyon, na sinundan naman ng Department of Public Works and Highways (DPWH) na may P694.82 bilyon.
Ang Department of Health (DOH) – na inatasang mag-procure ng Covid-19 vaccines sa susunod na taon ay makakukuha ng ikaltong share ng badyet na P287.47 bilyon.
Ang iba pang mga ahensya na kumumpleto sa top ten recipients ng badyet ay ang:
- Department of the Interior and Local Government (DILG) – P247.50 bilyon
- Department of National Defense (DND) – P205.47 bilyon
- Department of Social Welfare and Development (DSWD) – P176.65 bilyon
- Department of Transportation (DOTr) – P87.44 bilyon
- Department of Agriculture (DA) – P68.62 bilyon
- Judiciary – P44.10 bilyon
- Department of Labor and Employment (DOLE) – P36.60 bilyon
Ipinahayag naman ni House Appropriations Committee Chair Eric Go Yap na inaprubahan ng bicameral conference committee ang ilang pagbabago mula sa Kamara na kinabibilangan ng:
- additional P44.8 bilyon para sa “Build, Build, Build” ng DPWH;
- additional P2 bilyon para sa procurement ng personal protective equipment;
- additional P434.4 milyon para sa Health Facilities Enhancement Program ng DOH;
- additional P462 milyon para sa Medical Health Assistance Program ng DOH;
- additional P100 milyon para sa mental health program ng DOH;
- additional P3.177 bilyon para sa DOLE, kung saan malaking bahagi ay mapupunta sa Tulong Panghanapbuhay sa Ating Disadvantaged or Displaced Workers Program o TUPAD
Sinabi rin ni Yap na tinaasan ng bicam ang badyet para sa Livelihood and Emergency Employment Program at para sa Government Internship Program (GIP) nang P5.09 bilyon, para sa kabuuang P19 bilyon.
Ayon sa isang pahayag, naglaan din ang bicam ng P1.6 bilyon sa DSWD para sa alternative family care program, na layong magbigay ng protective services para sa mga nahihirapang indibidwal, pamilya, at komunidad.
Sinuportahan naman ni opposition Sen. Francis “Kiko” Pangilinan ang 2021 badyet nang may “reservations.”
“We regret that a number of significant items are still biased towards pre-Covid priorities,” ani Pangilinan.
Diin nito, “Health, economic stimulus should have been given more funding over security and infrastructure.”
Sa mga senador, tanging si Sen. Panfilo Lacson ang bumoto laban sa bicameral committee report sa 2021 national budget.
“I have to be frank, nadagdagan pa yung multi-purpose [buildings],” diin ni Lacson.
Pinuna rin ni Lacson ang desisyon ng bicameral panel na bawasan ang alokasyon ng National Broadband Program dahil sa mababang utilization rate ng Department of Information and Communications Technology (DICT).
Sinabi ni Lacson na ang utilization rate ng DICT ay nasa 21 percent, at ang DPWH ay mayroon namang 37.8 percent.
“If that’s the logic, [bakit] in-increase nila ng P28 billion yung DPWH?” tanong ng senador.
Dagdag pa nito, “What’s good for the goose should also be good for the gander.”
