Tinukoy ng OCTA Research Group noong Miyerkules ang apat na local government units (LGUs) bilang “high risk” mula Disyembre 1-7 bunsod ng madalas na paggalaw ng tao na nauwi sa pag-akyat ng Covid-19 cases at mataas na hospital occupancy.

Ang mga LGUs na ito ay ang Makati City sa National Capital Region, Mankayan at Baguio City sa Benguet, at Davao City sa Davao del Sur.

“We are concerned that these LGUs may experience high hospital burden in the coming weeks that may stress their health care systems and overwhelm their medical front-liners,” ayon sa grupo.

Dagdag pa nito, “With this increased mobility, we should expect a gradual rise in the number of Covid-19 cases in Metro Manila. This does not have to be a cause of concern as long as the clusters of cases are contained by our LGU contact tracing teams.”

Nanguna sa listahan ang Davao City sa may pinakamaraming bagong Covid-19 cases bawat araw kung saan 104 ang naitala mula Disyembre 1-7, sa attack rate na 5.5%. Ang hospital occupancy nito ay nasa 64%, mas mababa sa critical threshold na 70 percent na itinalaga ng Department of Health (DOH).

Ang iba pang LGUs na may pinakamataas na bagong Covid-19 cases bawat araw sa parehong mga pesta ay ang Quezon City (80), Manila (48), Pasig (37), Makati (36) at Baguio City (32). 

Binigyang diin naman ng OCTA Research ang Mankayan dahil sa pagkakaroon nito ng 100 percent hospital occupancy habang ang Makati City naman ay may 80 percent, parehong mataas sa 70 percent threshold ng DOH.

Pinuna rin ang Muntinlupa dahil sa pagkakaroon ng 84% hospital occupancy, na sinundan ng San Pablo, Laguna (74%) at La Trinidad, Benguet (71%). 

Iniulat din ng grupo na bagama’t pababa na ang daily infections sa bansa, ilang mga lalawigan sa Luzon tulad ng  Benguet, Isabela, Bataan, Ilocos Norte, Pangasinan at Cagayan ay nakararanas ng pag-akyat ng Covid-19 cases. Kasama rin ang Leyte sa mga nag-ulat sa spike ng mga kaso.

Tumaas din ang ratio ng mga taong nagpopositibo sa Covid-19 sa Quezon province, Benguet, Isabela, at Cagayan mula Nobyembre 30 hanggang Disyembre 6, ayon sa mga mananaliksik.

Ayon sa mga eksperto, ang community transmission o local transmisson ang dahilan sa likod ng spike sa mga bagong kaso sa apektadong lugar, na pinalala ng kamakailang pagtaas ng paggalaw ng tao paloob at palabas ng mga lalawigan at LGUs matapos paluwagin ng national government ang quarantine protocols sa karamihang mga lugar.

Aniya, “Furthermore, the deteriorating compliance with the minimum health standard by some citizens due to pandemic fatigue and/or the failure of LGUs to monitor and enforce GCQ (general community quarantine) regulations have also contributed to spikes, especially in Metropolitan areas.”

“In some places, the situation is further exacerbated by the continuing post-typhoon effects (including delays in test reports due to the temporary closing of test centers) in such areas as Isabela and Cagayan province,” dagdag pa ng OCTA group.

Inaasahan din ng mga mananaliksik ang pagtaas sa bilang ng mga panibagong impeksyon sa mga susunod na linggo dahil sa kamakailangang pagpapagaan ng anti-coronavirus protocols at sa paparating na Kapaskuhan, lalo na sa matataong lugar sa Metro Manila.

Aniya, “This is expected based on the experience of countries such as the US and Canada that have recently celebrated Thanksgiving. In both cases, the holiday celebrations led to significant spikes in COVID-19 cases. We can learn from their experience, and we can do better at mitigating a surge.”

Tumanggi naman ang pangkat sa iba pang mga eksperto na ang post-holiday surge ng coronavirus infections sa bansa ay hindi mapipigilan.

“We believe that there is still much that can be done by the government, the private sector, and by civil society in the next fortnight to prevent an uncontrolled post-holiday surge in Covid-19 cases in the New Year,” wika ng grupo.

Dagdag pa, “We believe this is achievable if all of us work together to prevent significant relaxation of restrictions and behavior over the holiday season. In our view, a substantial relaxation of restrictions and behavior during this season may result in exponential increases in transmission and prevalence, potentially leading to an uncontrolled post-holiday surge in COVID-19 cases in the New Year.”

Hinikayat ng pangkat ang publiko na ipagpatuloy ang pagsunod sa minimum health standards na itinakda ng DOH upang maiwasan ang pagkahawa sa Covid-19, tulad ng pananatili sa bahay hangga’t maaari, pagsusuot ng face masks at face shields, pag-obserba ng physical distancing, at wastong hygiene.
