Ilang kongresista umano ang nagnanakaw ng aabot sa 10 hanggang 15 percent ng badyet ng mga maanomalyang infrastructure projects matapos impluwensyahan ng mga ito ang pag-award sa mga contractor, pahayag ng Presidential Anti-Corruption Commission (PACC) noong Oktubre 27.

Sinabi ni PACC Commissioner Greco Belgica na isusumite niya ngayong linggo ang initial findings ng kanyang ahensya kay Pangulong Rodrigo Duterte tungkol sa mga katiwalian sa DPWH.

Aniya, “To finish [the investigation], that will be a long time but we will submit our initial report this week. However, as to the list [of those involved], let me make a clarification that we don’t submit lists, we submit reports to the President.”

“And our investigation is geared towards DPWH. However, in investigating DPWH, we cannot feign blind[ness] on the things that we discover and that includes alleged participation of lawmakers in the implementation of the projects in their districts,” dagdag pa nito.

Inihalintulad ni Belgica ang nasabing pangyayari sa pork barrel system, na idineklarang unconstitutional ng Korte Suprema noong 2013.

“This is a similar case because the powers of the lawmakers in influencing the choice of district engineers and contractors within their districts exposes the entire system to corruption,” ani Belgica.

Ayon sa PACC Commissioner, nakatanggap ng maraming reports ang ahensya na “dumarami bawat araw” ang naibabalita tungkol sa mga kongresistang kasabwat ng mga DPWH personnel at contractors sa katiwalian.

Batay sa isinagawang preliminary investigation, nakakukuha aniya ng 10 hanggang 15 percent sa bawat proyekto ang mga kongresista, at kadalasan ito ay ibinibigay nang advance.

“It’s the same story all over Luzon, Visayas, Mindanao. It’s just percentage that differs. Okay, this is how it works. Allegedly the congressman or legislator already has a choice contractor. Then this contractor will present himself to the district engineer. [The] district engineer will get a confirmation from congressman in different ways. Then the choice contractor will be accommodated,” paliwanag ni Belgica.

Mayroon din umanong mga “maliliit na sindikato” ang mga contractors kung saan pinagpipilian ng mga ito kung sino ang makakukuha ng proyekto. Hindi bababa sa 5 percent ang isasantabi at ito ay paghahati-hatian ng mga natalong bidders.

“Probably, around 50 percent or less will go to projects. That’s why we see substandard, incomplete projects because of that system,” dagdag pa ng PACC commissioner.

Isa pang alegasyon ng kurapsyon na pinaiimbestiagahan ng PACC sa DPWH ay ang “mining and dredging permits and clearances for sale”.

Naunang pinuna ng mga senador ang tinatayang P345.25 bilyong lump sum insertions sa proposed 2021 budget ng DPWH, kung saan humihingi aniya ng “kickback” mula sa mga contractors na nakakuha ng proyekto mula sa pamahalaan ang mga mambabatas at mga opisyal ng DPWH.
