Ipinahayag ni Sen. Panfilo Lacson noong Setyembre 11 na kukwestyunin niya ang confidential intelligence funds ni Pangulong Rodrigo Duterte, umabot sa P4.5 bilyon para sa taong 2020 habang humihingi ng mas maliit na alokasyon para sa susunod na taon.

“[It is] still a bit too much (Masyado itong malaki),” ani Lacson.

Dagdag pa ng senador, “‘Pag sinabi mong P4.5 billion a year under one entity, which is the Office of the President—which is not a big office—how do they spend that (paano mo gagastusin ito at hindi naman kalakihan ang Office of the President)?”

Bukod dito, may kontrol din umano sa Duterte sa intelligence funds ng “buong burukrasya,” kabilang ang defense department,  pulis, customs, internal revenue bureaus, at National Security Agency, wika ni Lacson. 

May hati rin umano si Duterte mula sa pondo ng Philippine Amusement and Gaming Corporation (Pagcor) at Philippine Charity Sweepstakes Office (PCSO) na aabot sa bilyun-bilyon bawat taon.

“I always say what I mean and I always mean what I say. In any budget deliberation, I really ask questions, I want things to be clarified, especially because this is our money (Sasabihin ko kung ano ang gusto ko at pinaninindigan ko ito. Nagtatanong sa bawat budget deliberation kasi gusto kong maliwanagan dahil pera natin ito),” giit ng senador.

Nangamba rin ito tungkol sa estimates na maaaring lumobo sa P12 trilyon ang utang ng bansa dahil sa Covid-19 pandemic. Sa kasalukuyan nasa P9.16 trilyon ang utang ng bansa, mula sa P7.8 trilyon noong Enero.

“Where will this bring us? The next generations of Filipinos, you know, [could become] baon sa utang,” pahayag ng senador.

Iminungkahi naman nitong bawasan ang travel budget ng mga opisyal.

Aniya, “‘Pag hindi mo binago, hindi mo ini-cut ‘yong travel expenses ng government officials, saan sila pumupunta? E may lockdown nga tayo and nobody travels abroad.”
