DOH: ‘Bayanihan 2’, bibigyang prayoridad ang local PPE manufacturers

Habang pinupuna ang pamahalaan dahil sa pagpili ng mga imported personal protective equipment (PPE), tiniyak naman ng Bayanihan to Recover as One Act na mabibigyang prayoridad ang mga local manufacturers sa procurement, pagsisiguro ng isang health official.

Sinabi ni Health Undersecretary Maria Rosario Vergeire noong Agosto 24 na may probisyon sa “Bayanihan 2” na nagsasabing dapat bumili ang pamahalaan ng mg medical-grade coveralls at face masks mula sa mga Pilipino.

Because of this ‘Bayanihan 2’ that was approved, it specifically states there that we are going to have preferential for these local manufacturers when we do our procurement for this different logistical supplies for our response to COVID-19 (Dahil sa inaprubahang ‘Bayanihan 2’, nakasaad na dapat bumili tayo mula sa local manufacturers ng mga logistical supplies para sa laban kontra Covid-19),” giit ni Vergeire.

Sa ilalim ng stimulus plan, ₱3 bilyon ang ilalaan para sa procurement ng PPE, face masks, at face shields.

Niratipikahan ng Kamara ang ₱165.5-bilyong stimulus plan para tulungan ang pamahalaan sa Covid-19 response. Inaasahang maisasabatas ito ni Pangulong Rodrigo Duterte sa Setyembre.

Ang kasalukuyang sistema sa pagbili ng imported PPE ay alinsunod sa Republic Act 9184, wika ni Vergeire. Sinusumite umano ng DOH ang required technical specifications ng PPE sets sa Procurement Services-Department of Budget and Management, na inatasang mag-procure sa mga nasabing kagamitan.

They cannot procure anything beyond or below or less than the technical specifications that we indicate. So if ever these PPEs that we have right now, these are based on the specs, which are technical grade and which are of quality (Hindi sila makakapag-procure nang mababa o mahigit sa technical specificiations na aming itinakda. Ang mga PPE na narito ay nakabatay sa specs kung alin ang technical grade at alin ang dekalidad),” paglilinaw ni Vergeire.

Noong Agosto 21, nagpahayag ng pagkabahala ang Confederation of Philippine Manufacturers of PPE dahil sa paraan ng pag-procure ng pamahalaan sa mga protective gear kontra Covid-19.

Ayon sa grupo, karamihan sa suplay ng PPE ng pamahalaan ay kinukuha pa rin mula sa ibang bansa sa halip na mula sa mga Pilipinong manufacturers.
