MANILA— “Tulad sa isang maalinsangan at mainit na hapon sa General Santos City ang nangyari ngayon sa panig ng senado at Department of Health (DOH) Secretary Francisco Duque III,” ang tugon ni Martin Abraham, 60 anyos na taxi driver sa Gensan sa panayam nito sa Banat Pilipinas News sa telepono ukol sa pagpabitiw nito bilang kalihim ng DOH.
Maliban sa isdang bariles at Senador Manny Pacquiao, naging tanyag ang Gensan na may isa sa pinakamainit na summer sa Pilipinas.
Mukhang tukma si Abraham dahil 14 sa mga senador na pinangungunahan ni Senate President Vicente Sotto III, ang naghain ng resolusyon nuong Miyerkules sa kanyang “madaliang pagbitiw” dahil sa di kaaya-ayang pagtungod nito sa coronavirus-19 (Covid-19) krisis sa bayan bilang kalihim sa DOH.
Pinirmahan ng mga senador ang Senate Resolution No. 362 na nag-aakusa kay Duque ng “failure of leadership, negligence, lack of foresight, and inefficiency in the performance of his mandate as the secretary of the DOH.” Sabi nila na nagresulta ito ng mahinang plano, mabagal na pagtugon, kakulangan sa “transparency,” walang patutungohan at “flip-flopping policies,” at pamamaraan sa pagtugon ng Covid-19 pandemic na naging banta at patuloy na nagbanta sa buhay ng mga healthcare professionals, at iba pang frontliners, at ang sambayanang Pilipino.
Sabi ng resolusyon na inihain ng senado na, “Knowing fully well the danger posed by the Covid-19 pandemic in the beginning of the year, Secretary Duque failed to put in place the necessary precautionary measures to lessen, if not at all prevent, the impact of this health crisis.”
Ang pumirma sa nasabing resolusyon bukod kay Senador Sotto as sina Senate Majority Leader Juan Miguel Zubiri, Senators Sonny Angara, Nancy Binay, Grace Poe, Manny Pacquiao, Sherwin Gatchalian, Francis Tolentino, Joel Villanueva, Ronald “Bato” dela Rosa, Imee Marcos, Lito Lapid, Ramon “Bong” Revilla Jr. at Panfilo Lacson.
Ayon sa mga senador na naging pabaya ang kalihim sa hindi nito inirekomenda ang madaliang “travel ban” sa China at sa hilip, nagbanta pa ito ng masamang epekto kung ipagbabawal ang biyahe patungo sa nasabing bansa sa pagpulong ng House Representatives nuong Enero 29 na inimbitahan si Duque.
Mas lalo pang iginiit ng mga senador ang kalihim na, “Secretary Duque failed to alert the medical community and fundamentally, the public, that there were already patients admitted in health facilities exhibiting Covid-19 symptoms, insisting in his press conferences that the Philippines had zero cases of local transmission, thus exposing many Filipinos, especially healthcare workers to the dangers of this disease.”
Sa kabilang dako, kinumpirma ni Executive Secretary Salvador Medialdea nuong Huwebes sa pamamagita ng text message sa media na: “Yes. The President has made a decision for Health Secretary Duque to stay put.” Sabi ni Medialdea na “the president also expressed his appreciation for the Senators’ gesture in giving him the opportunity to weigh his options on the performance of the Secretary of Health.” Wala pang kumentaryo na nakuha galing kay Sec. Duque.
